[Dell][Z9100]Added index for Z9100 C32 SKU

The port_config.ini file missed the index information. Added it and also fixed qsfp_ports API in sfputil

Modified port_config.ini to include index column

Plug in transceiver and check if it is detected on correct port

Added index for Z9100 C32 SKU

Tested with show command and dumping eeprom using hexdump. These match with the index. Earlier without the index those didn't match since for the other SKU index was introduced but not for this one.
