choose a caboose (the final person behind). This is normally an OC person or two, one should be local. Amy B would be a good bet.
identify group leaders (local people who can lead groups. Need one person for every one folks)
invite group leaders (email text here: Group creation & coordination for the u-bahn #137 (comment))
