CSS Writing Modes Level 4 is listed as a normative reference of Level 3. However, it only appears in:

  • notes
  • the change section

So it should be an informative reference. I thought this might be because bikeshed doesn't know that the change section is informative, so I tried adding class=non-normative to the Change section, but that made no difference. Adding it to the Change section and subsections didn't help either.
