Skipping checkout steps by entering urls manually

When in checkout process I can access /checkout/delivery without setting a address for that order or I can skip to any other checkout step without filling the form of the previous step.

I believe this happens in all Spree versions or in 1.3 and 1.2 at least.

To reproduce:

Add a product to cart
Click checkout button
Set any of this manually in the browser address bar: checkout/delivery, checkout/payment, checkout/confirm

I get an error going to /confirm (likely because there's data not filled in) but I can confirm that it's possible to skip steps.

Yeah I intend to try something and send a PR to prevent the skipping. Just hadn't the time yet.

This issue will be fixed by #2738 when it is merged.
