The function rate_engine_updatesystem(..) also creates a record in cc_card_package_offer for calls with a duration less than min_duration_2bill. As a result a customer loses free minutes for what are likely unsuccessful calls. For instance, assuming flat rate, if min_duration_2bill = 15 and $initblock = 60 a customer loses a min of free time for every call less than 15 sec.

I believe this has been fixed in V2, please review and reopen if it s stil there.
