First relevant change in r

Still some corners to round:
- Delay sending the notification if the cell phone network is in the process of 
connecting
- Renaming everything that was wifi-specific to IP/Wifi
- Translations to Russian and Chinese

Added respecting of background data setting in r196.
Some renaming done in r197 and r198.
Translation done in r199.

I've dropped the idea of delaying the notification if the network is 
connecting, but I'm leaving a TODO for retrying sending (regardless of whether 
it's wifi or cell network).
