OpenVPN plugin greyed out and stuck on #19

When entering tunneldeck settings, the toggle for OpenVPN support is stuck on and greyed out, leaving my deck in a permanent state where /usr is in read only.

Confirmed. I attempted a number of fixes to no avail. Tried manually installing the openvpn extension for the network manager and downgrading it.
