Cloud process should be made resilient against cranlogs api outages.

This is happening more frequently than first thought, which may indicate rate limiting rather than outages.

See 74d8f0a02fbb13a6eb95be1ffeb7d65fa1bf3e9d for an example (scroll to bottom of cran-libraries.json)
