This relaxes our one dependency constraint to allow minor and patch versions, and switches renovate to just do a lockfile refresh once a month.
This should greatly cut back on the noise without any downside since we don't need to have our dependencies pinned or updated that frequently given they're all dev dependencies, and our one non-dev dependency is our own anyway.
Renovate should still do PRs for major updates.
