[FEATURE] Alternative global navigation option(s)

Describe the solution you'd like

Implement some sort of alternative to the primary sidebar for navigating through Stump. The suggestion was essentially a top navigation bar, but for more details see the linked discussion below.

Additional context

This was a request that stemmed from some of the Discord discussions relating to #228. In that PR, a handful of UI preference options were added, along with a rough idea for future configuration down the road (e.g. compact vs default spacing, color preferences, etc).
