Homekit fade up from zero flashes too high #1

When fading a homekit light up from zero, it sends an on event right before the brightness event is sent. This causes the controller to fade up to the max before it catches the brightness and then fades down to that.

Need to figure out how to capture the fact that they happen at the same time.
