User Story: User Management

Story: As an Admin, I want to be able to block or remove any User whose conduct impedes, interferes with or harms another User's experience with the site, so that the sight may retain integrity to the spirit of its mission.

Estimated Size: xl (DS), xl (DB), XL (CC), lg (TG)

Acceptance Criteria:

• Site will have a "Code of Conduct" and "Terms of Use" Agreement for each User to agree to upon registration.
• Users may flag another User for inappropriate conduct.
• The Admin will be notified when a User is flagged.
• Admin may send a warning or terminate a User's account if the User is in violation of Code of Conduct or User Agreement.
