Introduce & proposal goals

I'm excited to start a project aimed at bringing the technology of the Symbol blockchain closer to more people by thoughtfully translating its documentation into Korean.

We will begin by methodically translating the most crucial documents, anticipating that this endeavor will take a considerable amount of time.

I look forward to welcoming many Korean participants to this project. Together, we can create an environment where Korean is as accessible and comfortable as English and Japanese. I will be sure to share this opportunity with our community.

It would be helpful if you could register this issue in the project, allowing me to manage the work schedule. That would be appreciated, if possible 😉
