You can change reviewer priority under manage -> settings

Single: Single priority means that articles with 0 existing reviews are prioritized. Use this priority if you want to quickly get every image to be reviewed at least once.

Balanced: Balanced priority means that articles are assigned to balance between 1 and 2 reviewers. This is the most commonly used priority.

Full: Every reviewer is assigned to every article, articles with the largest number of reviews are prioritized. Use this if you are running a classroom type review where you want every student to review every article.
