This is separate from #87 because you don't need to be a module author to set module paths.

It might also be helpful to move this to $HOME so that each user can override it, in situations where zeolite is installed globally. (Maybe there should just be a.zeoliterc file, or an env variable.)

This should probably be done soon after #50 is fixed.
