This PR adds a new shadow-sm utility that adds a very subtle shadow. Steve Schoger and I found ourselves needing this shadow quite often while designing the components/templates we're working on for Tailwind UI so I'm adding it to core.

It's very subtle but adds a bit of depth to the design without the shadow being super in-your-face:

This introduces some slight weirdness since now we have shadow-sm, shadow, and shadow-md, and it's somewhat non-obvious what shadow sits between sm and md, but we are going to be doing the same thing when adding a new rounded-md utility soon so there will be consistency there and folks will learn how it works quickly.
