Lots of missing data in pre-1994, also could only match to two nearest of each restoration project type

NA values in all_chg for a given station are returned if no salinity or chlorophyll values were available in the pre/post treatment observations for a given combination. For example, NA values will be returned for all pre-wtr estimates at a station if the nearest water restoration project occurred in 1976 and the year difference window expanded past the earliest date in the water quality record.
