Make a Machining Toolbar

Make a "machining" toolbar.
We can keep the toolbars on the "Program" window and the "Output" window,
for now.

It's going to be cleaner to remove the toolbars from the "Program" and "Output" 
windows.

Done. There is now a Machining Toolbar. I have removed the toolbars from program
window and output window.
