Not scrolling offscreen doesn't actually effect the amount changed

Even though clove doesn't change a property when it is offscreen (if the boolean scrollOfscreen is false) the value changes as if it had done it while offscreen. It needs to start modifying the css after the element appears onscreen. So the scale wont be from the whole screen. Only the remainder of the screen left to scroll
