[CLI] Add config init and config set #221

This commit adds a config command and two subcommands config init and config set <key> <value>

This allows to have a local state for global flags like rpcserver, network and macaroon (not used yet)

The market command has been deleted since config set base_asset|quote_asset <value> could be used for this purpose
