How is a media resource to be located if the mandatory terms don't include enough information to find it? #61

1. Provide an ac Term Name or Label. Mandatory terms including

Excuse me if I’ve missed something, but I wonder whether the mandatory terms 
(outlined in this document) should include the equivalent of institutionCode to 
aid discoverability of the resource? This schema is intended to make multimedia 
resources more discoverable, including non-digital resources, which means that 
the potential user meeds a path to track back to the owner/publisher/holder of 
that resource – which is not always the creator or copyright holder. The 
recommendation might be to suggest provider as a mandatory field?

Additional note by Steve: if AC seeks to facilitate multimedia metadata 
aggregation, how is that possible without either a GUID for individual media 
items or a locally unique identifier plus some kind of identifier for the 
holding institution?

One of the most common questions sent to CalPhotos is "How do I get permission 
to use this photo?" It's very handy to have a contact name and email in the 
database with every single photo, especially if the image does not have a CC 
license. (The contact/email is displayed next to every photo, but many people 
don't read the text.) The contact name can be an organization, the 
photographer, a photographer's relative (the photographer has died), etc.

I'm separating the Joyce Gross comment as a separate Issue #74.  As the issue 
raised by Paul Flemmons and Steve:

During the early design phases, the committee agreed with arguments raised by 
several members that there are many multimedia holders who simply are not in a 
position to supply a GUID for the resource.

As to Paul's original point, it seems to me that ac:provider and the other 
Agents vocabulary terms suffice, perhaps with some stronger advice as to its 
importance and form.  In that regard, implementers or community of practice 
could establish recommendations about the form, e.g. how and if it should be a 
GUID.  

My inclination is to make the document address these ideas, but not to add a 
requirement. I'm leaving it open and solicit committee opinion.

Hearing no objection, I am resolving this by changing its milestone to 
BestPracticesDoc and taking it off the list blocking AC release.
