Can someone give an example for the term institutionID 
(http://rs.tdwg.org/dwc/terms/institutionID)?
Are there any registries for institutions who issue identifiers?

Some of the entries in the Biodiversity Collections Index are self-standing 
instututions, and it would seem appropriate to use the biocol.org lsid for 
those for which this is the case.  The important guidance is probably that if 
the herbarium has an assigned acronym, then that acronym must go in the 
collection code, beyond that,  the biocol.org lsid should go in the 
collectionID, and the biocol.org lsid could also go in the institutionID.  
That's my take at least.

I think a suitable registry for institutions could be the GBRDS, e.g. 
http://gbrds.gbif.org/browse/agent?uuid=ff7bd5db-b724-4932-b496-10ea298851f9. 
One could provide "ff7bd5db-b724-4932-b496-10ea298851f9" in institutionID, 
although it would probably be more helpful to provide the full link: 
http://gbrds.gbif.org/browse/agent?uuid=ff7bd5db-b724-4932-b496-10ea298851f9 
(see also issue 28 for resolvable vs non-resolvable).

I've updated http://code.google.com/p/applecore/wiki/CodesAndNumbers, but I'd 
like your input on this.

After closing issue 28, the question is now: Are these good guidelines for 
institutionCode + institutionID: 
http://code.google.com/p/applecore/wiki/CodesAndNumbers#Institution_name

To recap, for institutionID, I suggest the non-resolved UUID provided by GBIF's 
GBRDS, e.g. "ff7bd5db-b724-4932-b496-10ea298851f9" You can actually Google that 
UUID and find information. There is no resolver service for these UUIDs, but 
you can find more info at 
http://gbrds.gbif.org/browse/agent?uuid=ff7bd5db-b724-4932-b496-10ea298851f9

GBDRS suffers from the same issue as BCI guids, many of these are not 
identifiers for the relevant institution, but rather identifiers for 
collections, data providers, and sub-institutions.  For example, the relevant 
institution for both the Museum of Comparative Zoology and the Harvard 
University Herbaria is Harvard University, but neither BCI nor GBIF's GBDRS 
provides a GUID for this insitution, and using any of the GUIDs they do provide 
is likely to be missleading.  Likewise consider PH, the institution for which 
is now Drexel University.  I suspect that in a very large fraction of cases for 
herbaria, the GUID provided by either BCI or GBIF will be the appropriate GUID 
for the CollectionID, but not for the InstitutionID.

Right, we have the same problem for our collections. The institution is 
"Université de Montréal", but I've registered my dataset with GBIF under the 
"Université de Montréal Biodiversity Centre", because I feel more comfortable 
being the contact person for that sub-institution as apposed to the whole 
university.

But, this doesn't stop us from advising to use GBRDS as a provider for an 
institutionID, collectionID or datasetID, as long as it matches the unit 
provided in institutionCode, collectionCode or datasetCode respectively. I 
think that's the one thing we can suggest: if you have an GUID somewhere, that 
matches the unit described, then by all means, provide it.
