Refer to Issue #18 . I don't think that in principle there is any reason why controlled vocabularies should be treated differently from other vocabularies whose maintenance is described in a Vocabulary Maintenance Specification. One could modify or add to the terms in the vocabulary in the same way we maintain property and class terms in vocabularies such as DwC.
