[Bug][TimePicker] Scroll speed in Time picker very fast

Describe the bug
The scroll speed in TimePicker is very fast, while it should allow scrolling from one element to next, and not jump around (like in KendoReact)

To Reproduce

1. Go to https://www.telerik.com/kendo-vue-ui/components/dateinputs/timepicker/
2. Open the Dropdown and try to scroll with the mouse over the hours/minutes

Expected behavior
