This would make clouds move in a certain direction, as well as all hot air balloons.

Step 1:

  • Add wind direction
  • Spawn clouds opposite direction and move them in wind direction
  • Spawn balloons in opposite direction and move them in wind direction

Step 2:

  • Add wind direction per layer
  • Make balloons move up and down occasionally
