Rubrics created on our primary web application cannot currently be exported to rubriccreator.com and vice-versa.

Exports to tgn would allow teachers to create rubrics and easily import them into the web app if they join as customers. Imports from TGN might allow admins to update default rubrics more easily (see #39).
