We elevated the Tracer concept to a first class citizen.

Already implemented a rather Basic Tracer, simply dumping some telemetry data and the event name into a text file.

There is currently not yet a way to register it via CLI or configuration, so a manual patching for instance in the phpunit bootstrap script is required.

More work to be done.
