Set up a client for taking pictures

You can try Face-Pi with Windows 10 (other may also work but were not tested) and a webcam if you don't have a Raspberry Pi you can use Face-Pi as it meant to be with a Raspberry Pi and a camera module:

• Set up a Windows 10 client
• Set up a Raspberry Pi client
