Sensors array is still visible when External Sensors are powered down.

Describe the bug

When the system is broken the Sensors Array is blacked out, however when External Sensors is unpowered, the array is still visible, but hidden behind the power overlay.

It is unclear whether unpowered External Sensors should just block external scans or black out sensors.

To Reproduce

Steps to reproduce the behavior:

1. Set up a ship with External sensors as a powered system
2. Set up flight with several sensors contacts
3. Take power out of external sensors either through
4. View Sensors array and see that the sensors array is still visible behind the overlay
