Notify author or thoughtbot team of comments

Right now if someone leaves a comment, we have no way of knowing.

This could be a notification to either the author or the entire team.

It could be a webhook to get piped into Slack, if we wanted.

Not sure what the best way is.

I'm not very familiar with the architecture, but would it be possible to generate a master feed of comments RSS? If so, slack has RSS integration which we could use easily.

That is a nice way to do it. May be an easy task for someone new to Haskell to take on...
