Describe the bug

A typo in the release notes of v2.15.0. The link to the PR doesn't work, and it has the wrong PR number.
This PR is important to know more details about the upgrade script that should be run manually.

The current link is just an anchor link to the same docs page, not to the GitHub PR. And it also shows the wrong PR number.

I was able to get the correct information from the GitHub Release info:
https://github.com/timescale/timescaledb/releases/tag/2.15.0

What do the docs say now?

For self-hosted TimescaleDB v2.15.0 deployments only
After you run ALTER EXTENSION, you must run this SQL script. For more details, see the following pull requests #6786.
