What steps will reproduce the problem?
1. Download and run Estobuntu
2. Choose signing for the first time

What is the expected output? What do you see instead?

English by default. Expect Estonian of course.

What version of the product are you using? On what operating system?

0.4.0-0esteid4~natty1 on Ubuntu Natty 11.04 (Estobuntu flavour).

It's the same in Ubuntu Oneiric 11.10 (yes, Estobuntu flavour).

Environment has "LANGUAGE=et_EE:et:en_GB:en" and rest of the system is in 
Estonian all right.

Esteidutil behaves decently though.
