Cost Assumptions

SWIM is a very complex model and part of that complexity is all of the cost information that is input to SWIM. This page captures and summarizes all the cost information in SWIM. These various costs input into the model are summarized in the table below. All costs are for year 2009; model users can use a CPI adjustment for translating costs from other years to 2009 values for consistency.

Link toll	VISUM master version file by year link attributes Toll_PrTSys(Dseg)	For current years, most links have zero values for tolls, however there are two bridges in Oregon (SWIM) with Tolls coded; Bridge of the Gods in Cascade Locks and the Hood River Bridge. Both bridges are set at $1.30 for autos and $10 for trucks (both directions)
Parking costs	VISUM master version file by year, Zone attributes DAYPARK (daily rate) and HOURPARK (hourly rate), see zone fields for more information.	Currently 55 zones are coded with parking costs in the following Urban areas; Portland, Vancouver, Oregon City, Salem, Independence, Turner, Eugene/Springfield, and Medford. The hourly costs are currently as high as $1.02 ($2009) and the daily are to up $7.53 ($2009).

Air Fare	Currently the documentation and understanding around air travel inputs is poor. There are starting skims in outputs\t19 that have air inputs including fares, and there's an air_inputs.csv file that might be used by the model.
