Alpha release adding URL generation

Still a lot of things that need refinement and improvement, like the URL generation and reconnecting to Redis on disconnect. There is an interface to create shortened URLs now in the Redirect Service.

Initial alpha release

Includes HTTP redirector without any Redis disconnect handling. Has no direct interface for shortening urls
