You've already allowed periods as a separator. Who hard is it to also allow commas and no separator, so long as four digits are submitted?
0005 and 00:05 are both more valid to me as times than 00,05 or 00.05, the latter of which only really exists because of the old Google form.

Agreed, but want to engineer out the requirement and make date and time entry easier all round...
So remove the separator altogether or use controls?
I quite like the functionality of W3C HTML3 datetime-local* but it's ugly as sin! I'm guessing CSS could be added. Source: http://www.w3schools.com/html/html5_form_input_types.asp
