Update AL-4.enc (added 3 glyphs, changed 6 names)

Added .notdef, revised header comments with more language info.

Added the Indian rupee (uni20B9), and made additions and glyph name changes to parallel those made to AL-3:
adding the Russian ruble (uni20BD) and Turkish lira (uni20BA) symbols, renamed the Scedilla/scedilla uni015E/uni015F, and Scommaaccent/scommaaccent to uni0218/uni0219, and disambiguated the Tcedilla/tcedilla as uni0162, uni0163 (no longer naming them Tcommaaccent/tcommaaccent in addition to  the appropriate uni-named glyphs).
