Newer versions use a different tool to populate the Mono certificate store. Since Mozilla turned off the old URL that was used in the mozroots tool, we need to manually grab the certdata.txt via curl. Fixes travis-ci/travis-ci#6171 Fixes travis-ci/travis-ci#6189
Mono 4.4 uses a universal (x86+x64) package now instead of a x86-only package, so the URL changed. Fixes parts of travis-ci/travis-ci#6239
