Assignment of floating IP breaks connectivity #24

After a new deployment, I can manage the stack by logging into horizon using the external VIP.

When I launch a new instance and assign a Floating IP to it, I can no longer ping the horizon VIP, nor the IP of the br-ex, nor the instance itself.
