If you copy *.sp to *.tf, steampipe-plugin-terraform/terraform_local already works to query HCL locals in Steampipe mods.

Tables for other .sp resources, analogous to those provided by the terraform plugin, would enable queries against collections of .sp resources, and also mods to define and enforce, e.g, tagging and naming policies.
