Encryption of tutors-publish output

The output of tutors-publish is not currently encrypted, this may cause some security issues. As a mitigation, we would like this to be encrypted on generation and decrypted when being read by the course reader.

This also needs to be backwards compatible, so check if the json being read is encrypted or not in the app
