Allow other users to edit the music request queue

Observed behavior:
If you are not a broadcaster, you cannot view the queue. Even if you add yourself to the Broadcaster role.

Expected behavior:
The Can view song requests role permission should allow viewing the queue.
The Can manage song requests role permission should allow viewing, deleting, and reordering the queue.
