Some of our GitHub Actions are a bit old, and we are getting deprecation warnings. My hyopthesis is that at least one of our actions is making a deprecated call.

A dependabot config would be a good way to maintain this. It's kind of like Scala Steward for actions.

The yml files are auto-generated by sbt-github-actions so we need an upstream release. See sbt/sbt-github-actions#24

There's already an upstream release: https://github.com/djspiewak/sbt-github-actions/releases/tag/v0.9.4 It's still a GFI :-)
