Lean more heavily on the regmapper API with less cruft in-between. Hopefully this will save on re-implementing stuff that has already been written in rocketchip.
This requires HierarchicalNode, a new thing I'm adding to rocketchip. Add tests as well.

This PR doesn't touch core dsptools at all.
