Add a license to the repo. This is a pre-requisite for making the repo public, in line with guidance at https://github.com/UKHO/docs/blob/master/docs/open-guidance/open-guidance.md

The license must be an MIT license identical to the one at https://github.com/UKHO/docs/blob/master/LICENSE

License file is identical except for the updated date i.e. 2020 instead of 2019
