This can be seen with lengthy services (many layers). In case there are lots of layers and the ToC panel need to be scrolled down, on zoom it gets scrolled up.

IDEA: need to store total height of ToC panel (div). Try with HTML DOM scrollHeight Property

Now there's the opposite problem: when scrolled down and then scrolled up, the zoom causes the toc to be scrolled down again. I thin I messed up with this a bit. It's the chance to fix it and also add the horizontal scroll position!

the problem seems to have reappeared after the last commit. Need to investigate further/
