If no status tag possible in drop-down, provide selectors for check-review-publish

As a translation manager, I wish to have certain selections available when status tags are are not possible in the drop down box so that I may continue to change the view of the data being displayed

Definition of done

When Status Tags are not possible, provide selectors for

• Check
• Review
• Publish

@PurpleGuitar, I think the tags plugin on door43 is one of the things that isn't working do to the indexing failure.
