Do a build of the partner portal and move to eTools back-end repo #8

Remove the management app (or not?), do a build of the pp and move to relevant place in eTools backend repo (templates, static etc.) so that pp continues to function with no or minimal django code changes.

After this is done, we can remove dependency on this repo from the eTools build process. Thanks.
