In my defence, I know that the tor vm will be present because it's
installed by default, and the states in the shaker have a definite
audience. Also, this is called out in the README.
I think the best thing to do here is to *exclude* setting netvm, so the
cacher will pick up default netvm, whether that's sys-firewall, tor,
or sys-whonix.
I'll add a formula for the tor qube.
