StorageFile.GetFileFromApplicationUri() is available for Skia based Apps

@jeromelaban These UnitTests (https://github.com/unoplatform/uno/blob/master/src/Uno.UI.RuntimeTests/Tests/Windows_Storage/Given_ApplicationStorage.cs) should be sufficient for this change right?
