Discontinue support for python 2.7

As dill has dropped python < 3.7 support, which is a big breaking change, and had the session saving API almost completely rewriten, doesn't it grant a "minor-major" version bump to 0.4.0? There's also the new logger, session and __info__ submodules (what remembers me that I need to write a bunch of stuff for the Release Notes).

No, I don't think so. However, that's the reason we are releasing as 0.3.6 and not 0.3.5.2 on such a short release interval.
